This study aims to develop Islamic Religious Education (PAI) teaching materials at the elementary school level through the integration of the talaqqi and murojaah models as an effort to optimize the quality of Qur’anic memorization at Sekolah Teladan Yogyakarta. The talaqqi model emphasizes a learning process based on exemplification through direct recitation and listening in the presence of the teacher, thereby improving students’ accuracy in makhārij al-ḥurūf and the application of tajwid rules. Meanwhile, the murojaah strategy functions as a mechanism to strengthen memory retention and the stability of memorization through planned, systematic, and continuous repetition. The findings indicate that the developed teaching materials have a significant positive impact on improving recitation accuracy, consistency of memorization activities, as well as students’ learning motivation and ease of learning. The integration of these two models results in a more structured and communicative learning pattern that aligns with the cognitive and spiritual developmental stages of elementary school students. Therefore, the tahfidz-based PAI teaching materials produced are considered feasible, effective, and relevant as a reference for learning and have the potential to be replicated and adapted by other educational institutions implementing Qur’anic memorization programs.
