Abstract

Digital literacy is an increasingly important competence for elementary education because students need to access, evaluate, create, and communicate information safely and critically. This article aims to examine the role of teachers’ digital literacy and technological competence in supporting meaningful learning and to formulate practical implications for Primary School Teacher Education (PGSD) students. The study used a narrative literature review of accessible peer-reviewed articles, systematic reviews, meta-analyses, and authoritative UNESCO documents. The reviewed evidence indicates that digital literacy in elementary schools is related to students’ ability to manage information, participate in digital environments, protect personal data, and use technology responsibly. Digital media, educational games, web-based learning, and project-based activities can support engagement and learning when they are aligned with pedagogical objectives. At the same time, AI requires additional attention to teacher readiness, ethics, verification, privacy, and human agency. The article concludes that PGSD programs should develop digital and AI literacy as part of pedagogical competence rather than as mere technical skills.
